Empty a bottle of Ice Bear Beef Tapa flakes into a bowl. Set aside.
Saute' garlic and onion. Then, add Ice Bear Beef Tapa Flakes. Mix well.
Add carrots, red bellpepper, ground black pepper, salt and cabbage. Mix well.
Put filling on the wrapper and evenly distrbute it. Add cheese on top.
Roll the wrapper over the filling. Use egg wash to moisten the edge.
Fry the rolls until golden brown. Serve hot in a plate and enjoy it solo or pair it with steamed rice.
